Philadelphia woman finds car encased in ice after apparent pipe burst nearby

Local resident Tianna Graham woke up on Wednesday morning to find her car buried under a thick layer of ice. The unexpected sight was not the only surprise she encountered that day, however.

According to Graham, the Philadelphia Water Department crew had previously sealed off the street with crime scene tape due to a burst pipe.
