ICE memo directs officers in Minneapolis not to "engage with agitators"

Internal Documents Reveal Targeted Enforcement Approach by ICE in Minneapolis, Sparking Concerns Over Human Rights.

A recent internal memo from Immigration and Customs Enforcement (ICE) instructs its officers in Minneapolis to limit interactions with individuals perceived as "agitators," effectively discouraging dialogue or engagement that could be seen as inflammatory. The guidance explicitly states that communication should only focus on issuing commands, rather than attempting to persuade or reason with those involved.

The directive also outlines a new targeting strategy for enforcement actions against immigrants who have been charged or convicted of crimes. This approach seeks to establish a "criminal nexus" between the individual and any alleged wrongdoing, effectively narrowing the scope of ICE operations in Minneapolis.

In response to questions from Reuters, a White House spokesperson emphasized that this "guidance" should only be considered policy once it has been officially issued by the agency. The spokesperson also acknowledged ongoing discussions about how to conduct effective enforcement operations in Minnesota.

This internal memo marks a significant shift in policy following the tragic shootings of Alex Pretti and Renee Good by ICE officers in Minneapolis, which have raised questions about the safety and effectiveness of these agents' actions. The incident led to the departure of Border Patrol Commander Gregory Bovino, who claimed that Pretti was attempting to cause harm to law enforcement.

Pressure for change is mounting from conservative voices in Congress, with Senators Thom Tillis and Lisa Murkowski calling for Department of Homeland Security Secretary Kristi Noem to resign following her handling of events in Minneapolis. The duo has expressed disapproval of her leadership, citing concerns about the safety and effectiveness of ICE operations in Minnesota.

😕 just think about this - internal documents that basically say they're gonna ignore people who are trying to do good and only go after those who might have done something bad... it's like, what's the point? 🤷‍♀️ isn't it better to try and help people make amends for their mistakes instead of just locking them up? 💔 it's just more complex than that and we need to be careful about how our policies affect real people's lives. 👥

🤔 This is getting super concerning... I mean, I get that law enforcement needs to prioritize, but what's up with targeting people just 'cause they're perceived as "agitators"? That sounds like a recipe for trouble and a total disregard for human rights 🚫. And now this new memo about only focusing on issuing commands? Like, isn't the point of law enforcement to serve and protect, not just to enforce laws?

And what's with the whole "criminal nexus" thing? It's all so convoluted... shouldn't we be trying to understand the root causes of these crimes and find ways to prevent them in the first place? 🤷‍♀️ I'm just worried that ICE is getting too aggressive and losing sight of what's truly important. We need to make sure our law enforcement officers are trained to de-escalate situations, not escalate them 😬.

I don't know about you guys, but this whole situation feels like a major red flag 🚨. I hope someone is listening and taking action to address these concerns before things get out of hand 💪.

🤔 this whole thing is kinda messed up... they're basically saying if someone's being annoying or stuff, just ignore them, no need to talk to 'em. like, what even is that? isn't the point of law enforcement to help people and solve problems not just lock things down?

and meanwhile, these cops are still in danger because of one guy trying to cause harm... like, come on! shouldn't we be focusing on preventing actual threats instead of playing it super cautious all the time?

anyway, it's good that there are people talking about this stuff and pushing for change... we gotta make sure our law enforcement is being used for good not just as a tool for controlling people. 💡

ICE's new policy in Minneapolis is straight up sketchy 🤑🚫. They're basically saying they won't engage with people who disagree with them? That's not how you build trust or solve problems – it's just gonna fuel more anger and resentment. And now they're targeting specific groups of people based on their past crimes? That's a total red flag 🔴⚠️. What's next, are they gonna start profiling people based on their favorite social media platforms or something 🤣? The whole thing feels like a recipe for disaster to me...

I'm like totally torn about this whole thing 🤔. On one hand, I get that they're trying to keep people safe and all that, but on the other hand, limiting interactions with "agitators" sounds super sketchy 😬. Like, what even is an agitator? Is it just a fancy way of saying someone's speaking out against ICE or something? 🤷‍♀️

And don't even get me started on this whole targeting strategy thing 📝. I mean, isn't that kinda like, profiling? 😬 It seems super unfair to start throwing people in jail based on some perceived wrongdoing without giving them a chance to defend themselves or anything. 🤔

At the same time, I can see why they'd wanna crack down on crime and all that 💪. But like, what's gonna happen when ICE is seen as more of an oppressor than a law enforcement agency? 😕 It's like, we need to find this balance or something... but how do you even do that? 🤯

just had a convo w/ some ice agents & I got to see 1st hand how they feel about this new policy 🤔. honestly tho, it sounds like they're being super paranoid about people who dont agree w/ them. like what's the point of havin all these laws if ur just gonna avoid talkin to ppl who dont share ur view? 🙄 we need more dialogue not less 💬

😬 just heard this news about ICE in Minneapolis, and I gotta say, it's super concerning 🤕 they're basically telling their officers to stay quiet and just issue commands, no trying to have a conversation with people who might be "agitators" 💡 that's not how you build trust or resolve conflicts. And the new targeting strategy? 🚫 seems really restrictive and focused on punishment rather than understanding what's going on. I hope there's more to this memo than just some internal guideline, maybe it's a sign of bigger changes coming 🔀
