Nicole Cleland, a 56-year-old resident of Richfield, observed activity by federal agents using vehicles with license plate numbers that had been tracked by a group she volunteers with. The following day, an agent approached her vehicle after she followed one of the vehicles driven by federal agents and stated he was giving her a verbal warning for impeding his work.
