I'm so frustrated when ppl think they can just change rules like that and not even bother to give states a heads up 
. I mean, come on, 120-day implementation period? That's like asking a small business to just magically adapt to a new policy without any prep time 
. And now these Democratic states are having to deal with all the extra admin costs and whatnot... it's just not right
