Liberty County Officials Move Forward with $100M Jail Construction Amid Ongoing Overcrowding Concerns
The Liberty County jail, which has been in operation for over three decades, is facing a major overhaul due to growing overcrowding concerns. Following years of reported safety violations and a devastating fire that hospitalized five correctional officers in April 2025, state officials have now approved the construction of a new $100 million facility.
Chief Deputy Billy Knox attributes the worsening overcrowding situation to the county's rapid growth, which has outpaced its ability to provide adequate staffing. "We just don't have the manpower to cover it," he noted. Currently, the average inmate population is around 200, with an additional 119 inmates serving time in other counties every day at a significant cost to taxpayers.
Compared to neighboring Harris County, which has an inmate population of over 8,400, Liberty County's facilities seem woefully inadequate. Meanwhile, outsourcing costs for other counties are estimated to be $48 million this year.
The new jail, expected to open two years from now, will have a capacity of 600 inmates and additional space to accommodate up to 600 more in the future. Commissioners estimate that the construction project will cost taxpayers around $100 million.
Construction is set to begin in September, but officials acknowledge that it won't be ready for inmates until at least then. The need for this new facility has been underscored by a complex web of challenges, including transporting inmates, accommodating court visits, and providing adequate living conditions – all issues that have proven particularly challenging in the current setting.

. Like, I get it, overcrowding is bad and all that but have they thought about all the other stuff they're gonna need? More staff, better training, mental health services... it's not just about throwing up some walls and calling it a day. And what about those 119 inmates being sent from other counties every day? That's a whole lotta red tape
